Alberto A. Gutirrez, has served as the Principal-in-Charge on over 300 successfully completed environmental projects, many of which have involved litigation support or regulatory negotiations with Federal and state agencies. While founder and President of GCL/BDM Environmental, and continuing as President of Geolex, Mr. Gutirrez has managed the implementation of a major RCRA and CERCLA investigations, coordinated PRP groups, and directed technical support strategies for liability evaluation associated with facility acquisitions and for numerous litigation support projects. We have well-established in-house capabilities for contaminant transport modeling, aerial photographic interpretation, forensic geochemistry and CERCLA cost allocation. Strategic consulting in areas of environmental regulatory compliance and contamination assessment/remedial action in soil and groundwater. Management of major geohydrologic investigations for private and Federal clients in RCRA and CERCLA enforcement cases. Serve as an expert for Justice Dept. and a private contractor in a large Army ammunition manufacturing and testing facility in Texas. Involves complicated and extensive RCRA and CERCLA actions at the site integrated with ongoing civil litigation. 5. Preparation, reviews, submittal and obtaining approval of environmental permit documents for Federal and private clients. 6. Computer modeling and fate and transport analysis of saturated and unsaturated flow and contaminant transport in soil and Groundwater. 7. Determination and negotiation of cleanup standards for implementation of soil and groundwater remedial actions at RCRA and CERCLA sites including risk assessments for natural attenuation and containment zones.
