He received a B.S. degree from Portland State University, Administration of Justice and the Juris Doctor (J.D.) degree from Pepperdine University School of Law. He has been a Special Agent with United States Secret Service, Drug Enforcement Administration and U.S. Customs. He has created, coordinated and managed four federally sanctioned undercover operations (each more than one year in length) and one state/federal drug task force.

He has been an undercover operative in more than 100 cases, and has investigated more than 1000 cases of criminal acts over 17 years. He has investigated and been an undercover operative in cases of fraud, narcotics, weapons violations, terrorism and child pornography. He knows how it is supposed to be done and what the standards of conduct and investigative procedures ought to be.

He  has coordinated investigations with the Royal Canadian Mounted Police, Scotland Yard, the German Polizei, Naval Investigative Service, Army Criminal Intelligence Division, the FBI and scores of state and local police agencies. He has investigated and/or consulted on hundreds of child exploitation (child pornography/abuse) cases.

He is a recognized state and federal expert witness in undercover techniques, Internet child exploitation investigations, Internet pornography investigations, computer evidence, pedophiles and pedophile behavior, and child sexual abuse.

Los Angeles CA Field Office 1983 - 1987.
Provided Executive Protection to the President and Vice President of the United States and their families as well as visiting foreign heads of state. Coordinated as case agent criminal cases in the area of counterfeit negotiable instruments, credit cards and identifications. Assisted in the creation of Secret Service fraud investigations unit establishing ground-breaking prosecutions for violations of credit card fraud, including by computer. Wrote affidavits for search and arrest warrants and testified as both case agent and witness in numerous federal prosecutions.

Coordinated major criminal investigations resulting in arrests and prosecutions for violations of federal narcotics laws.
