His expertise in custodial care standards has been gained through work with national and state agencies such as the American Correctional Association, National Institute of Corrections, American Medical Association Jail Standards Project, Americans for Effective Law Enforcement, International Correctional Trainers Association, Commission on Accreditation for Corrections, US Bureau of Indian Affairs, Institute for Liability Management, South Carolina Jail Commission, New York Commission of Corrections, Florida Jail Standards Bureau, and the Nebraska Jail Board.
He has authored several training manuals for national groups including the jail inspector training manual released by the National Institute of Corrections, the Jail Manager's Bulletin on liability management for the American Jail Associaiton, and correspondence courses in management and report writing for the American Correctional Association. He has written articles on jail standards and management for American Jails magazine, and liability management for Public Risk magazine.
His many years in various governmental positions provided a solid base of experience in these areas. After five years in correctional management including the position of Deputy Warden of a large medium security prison, he was appointed Assistant Executive Director of the Maryland Police and Correctional Training Commissions. There he began the development of the nation's first legislatively mandated training programs for state and local correctional personnel as well as standards of selection.
He was also appointed Inspector General of Maryland's newly established Commission on Correctional Standards. In addition to directing the development of jail, prison and community correctional standards, he initiated a process for enforcement and compliance monitoring.
He holds a Bachelors Degree from Providence College (Rhode Island), a Masters Degree from the University of Hartford (Connecticut), and has completed correctional administration courses at the graduate levels at the University of Colorado and the American University (Washington, DC). He has held adjunct faculty status in two Maryland colleges and provides management training as a member of the faculties of the National Academy of Corrections, the American Jail Association, and Americans for Effective Law Enforcement.
