OBJECTIVES: To provide QUALITY SERVICE to the client. Utilizing my over 36 years of CORRECTIONS EXPERIENCE WITH CREDIBILITY and of nation wide consulting since 1986.

QUALIFICATIONS: With over 36 years of a CORRECTIONS CAREER EXPERIENCE from a Corrections Officer to higher administrative posts as: Warden San Quentin State Prison, Warden Soledad State Prison, Director of Corretions Santa Clara County Jail system, Warden California City Correctional Center, a private corporation prison of Corrections Corporation of America Nashville, TN. Including a nation-wide perspective of corrections consulting since 1986 on all aspects of corrections issues. I bring a "hands-on" base of experience that includes but not limited to management of maximum security prisons, the nations largest Death Row inmate population, the preparation of institution security for and selection and training of the Execution Team and the carrying out of executions at San Quentin State Prison. Administration/operations of the 4th largest county jail in California, investigative and management experience of Prison/Street Gangs, including many years of experience in the study of Prison/Street Gang evolution, activities and recuritment. Knowledge of the policies and problems created by Law Enforcement and corrections agencies engaged and directed toward the elimination and /or control of the Prison/Street Gang phenomena. Expertise in policy and procedure review and development, organizational management operational structure analysis and advice and consultation on litigation avoidence.

1972-1975  California Polytechnic Pomona State College, Pomona, CA.

1978-Received Life-Time/Half time Community College Instructor Credentials, Corrections and Organizational Development and management, Lassen Community College, Susanville, CA.

1998-2000 Under Graduate studies in Business Administration, National Hispanic University, San Jose, CA.

Co-author at the invitation of a National Corrections Professional magazine a publication titled: "Pre-Stress Inoculation for Staff Involved in the Carrying Out of Executions." The article was based on a process developed in collaboration with Dr. Maurice Lyons, Staff Psychologist, in teaching staff who assist in the carrying out of Executions the skills in avoidance of Post Tramatic Stress Syndrome. The training project and program was developed and used at San Quentin State Prison to prepare the staff and official witnesses for the resumption and carrying out of the first Execution by lethal gas in the Gas Chamber at San Quentin State Prison in 25 years.

1986-present Consultant/sole proprietor of Corrections Consulting & Investigative Services. A business providing a variety of expert consulting services including but not limited to the following: private corrections business development and expansion, public correctional agencies policy review, development, operational issues, law suit avoidance, organizational structure/management analysis, prison/jail conditions of confinement, prison/street gang identification, validation and management, capital case litigation and expert witness services. Experience in working with offices of the state Attorney Generals, private Attorneys, court appointed Attorneys, Public Defender's office, Alternate office of the Public Defender's and Indigent Persons Criminal Defendant Panels.

Fees: $150.00 per hour, $950.00 per day court/deposition testimony, .49 cents per mile use of private owned vehicle, $25.00 per hour travel, expenses on original receipts.

2001-2002 Appointed at Westec Academy Shafter, CA In-Service-Training Instructor for employees and managers of various private corrections corporations requiring 832 P.C. Correctional and Peace Officer training of their respective personnel required by contractural agreements with the California Department of Corrections operating Return to Custody facilities Training expertise was in Prison/Street gangs, California Department of Corrections Classification policies, report wriitng, professional ethics, games inmates play.

1998-2000 Consultant and warden to Corrections corporation of America a Nashville, TN based corporation. I served as Warden to the corporations first and largest prison facility sited and built in California City, CA. The prison is currently under a multi year contract with the Federal Burea of Prisons housing over 2,500 illegal immigrant criminals awaiting deportation.

1994-1998 Director of corrections Santa Clara County Department of Corrections. Duties included but not limited to administrative, legal and operational responsibilities of a county jail sysytem housing over 4,800 inmates' average daily population. Staffing consisted of 1,500 including 800 sworn Correctional Peace Officers, Deputy Sheriffs and ancillary personnel. I was a County Department head as the director and reported to the County Board of Supervisors.

1983-1993 Warden San Quentin State Prison, responsibile for the administration and operation of a 6,700 inmate population level IV, II, I and Security Housing Unit of over 1,750 Maximum custody inmates including California's Death row the larget in the nation. The yearly operational budget was over $110,000,000 and included 1,500 staff.

1971-1973 Served as Special Agent/Investigator with the california Department of corrections assigned to the investigation and intelligence gathering responsibilities of the prison/Street Gangs which posed a threat to the safety and security of staff and our prison facilities.

1973-1975, 1980-1983, 1994-1994 I served three (3) different tours of duty at Soledad State prison in three (3) different capacities, Classification & Parole Representative, Associate Warden, Chief Deputy Warden and Warden. My duties were essentially the same as in San Quentin as the Warden however, with out the added responsibilities of Death Row. The prisoner population exceeded 6,700 and was staffed with over 1,500 employees with a yearly operating budget of over $100,000,000.

1975-1980 I served as Program Administrator and Associate Warden at the California Correctional Center, Susanville, CA. The facility was a Level II and housed over 1,200 inmates in dormatory housing units.

1969-1973 I served as a Parole Agent I and Assistant unit Supervisor. I carried a community based caseload of ex-felons and served as the parole units assistant unit supervisor.

1965-1969 Correctional Officer/Correctional program Supervisor I. my duties included providing safety and security and I additionally carried a caseload providing all required and necessary case work for my inmate caseload.

1961-1964 Military experience. I served in the United States Army stationed in various military posts both over-seas in Korea and the United States. My military occupation specialty was as a Military Policeman.
