Background:
EW #375 has extensive experience in the Risk Management and Dispute Resolution Divisions. He has been directly responsible for schedule and delay analysis, labor productivity evaluation of large construction projects ranging from office building complexes to transit and transportation projects to nuclear power plants. He provides Nielsen-Wurster with the expertise in project design, engineering, construction and management, and project controls, including delay analysis, disruptions, accelerations, early completions, productivity and inefficiency analysis.

He has been the lead expert and has testified at arbitrations and other formal proceedings. He has testified on engineering issues, including Critical Path Method (CPM) schedule evaluation, delay analysis, labor and equipment productivity and inefficiency, and project management issues, such as, construction inspections, shop drawing reviews and impacts, design and engineering issues, and cost and damage quantification.

EW #375 has hands-on experience in a broad spectrum of construction disputes projects including:

Bridges and roadways
Office buildings
Power plants
Industrial buildings
Steel mill and production facilities
Water treatment facilities
Petrochemical and process plants
Underground tanks and piping

EW #375 has been directly involved in numerous heavy construction, power and transportation engagements ranging from projects such as segmental pre-cast bridges, waterway overpasses, elevated roadways and road construction, airports, to buildings such as prisons and university facilities, performing schedule analysis engineering review, damage calculations, responsibility analysis and overall risk evaluations.

Power plant project experience includes delay analysis, project risk assessment and evaluation of plant outage management on nuclear plants, as well as cogeneration facilities, hydro-plants, performing overall productivity analysis, project management effectiveness and efficiency and engineering analysis.

Process and petrochemical project experience includes a multitude of facilities ranging from ethylene and methanol plants to gas and oil production facilities, liquefied natural gas (LNG) facilities, and a multitude of other heavy mechanical and process facilities. Engagements have included lead responsibilities during the project execution phases to identify and facilitate the resolution of disputed issues as well as identification and implementation of procedures to streamline resolution of the ongoing events to minimize claims and maximize economic returns.

He has served in responsible positions in various stages of construction projects including structural design, cost estimating, budget evaluation, CPM scheduling, field inspection, construction, and project management.

He has served as project manager and leading expert. He has presented expert testimony in the analysis of claims including schedule delay analysis, change order evaluation, productivity and efficiency evaluation, and damage quantification.

He has developed a window analysis computer program used in-house by all Nielsen-Wurster engineers for schedule delay analysis. He has performed extensive project coordination with CPM schedules consisting of several thousand activities.

Prior to joining Nielsen Wurster, He was employed by New Jersey Transit, Inc., Maplewood, New Jersey where he was directly responsible for various facility repairs and modifications as a Project Manager. He managed the design, construction coordination, scheduling and approval of invoices, change orders and reviewed contractors' claims and requests.

EW #375 was directly involved with various environmental projects such as asbestos abatement, hazardous waste management, removal and disposal and underground fuel storage replacement and remedial actions. He has prepared plans, specifications and cost estimating for asbestos abatement projects and underground tank replacement and has been responsible for the implementation of asbestos abatement programs.

Prior to joining NJ Transit, He was engaged with Lefrak Organization as Assistant Manager and Superintendent on a large apartment complex responsible for daily labor force management, including managing and hands-on carpentry, electrical and mechanical, and subcontractor management. At this capacity, he performed numerous repairs and modifications with respect to residential and fire code compliance.

EW #375 has worked closely with governmental and state agencies such as the Department of Community Affairs and Department of Health for the compliance of prepared plans and specifications and obtaining construction permits.

He has extensive experience with computer programming and hands on experience with a variety of computer applications software, such as CAD system, databases, spreadsheets and CPM scheduling software packages such as Primavera and Artemis.
