EW #1954 has served as the Director of the Biomedical Engineering Department at a Texas children's hospital, St. Luke Hospital and Texas Heart Institute since 1982. In this capacity, he directs one of the most comprehensive hospital-based Clinical Engineering Programs in the country.
He is responsible for the initiation and technical development of the Baylor College of Medicine/Texas Children's Hospital TeleHealth Center. Heis the Director of theTexas Children's Hospital and he is also served as the first elected President of the Center for Telemedicine Law (CTL).
EW #1954 received his Master and Doctorate degrees from West Virginia University in 1975, and 1983 respectively. He holds academic appointments of Adjunct Associate Professor in Anesthesia at the University of Texas Health Science Center in Houston, and of Assistant Professor at the Department of Pediatrics Baylor College of Medicine. He is a Registered Professional Engineer and a Certified Clinical Engineer, and a Certified International Healthcare Safety Professional.
Heis a member of the Technical Committee of the NFPA-99 Health Care Facilities, Chairman of the Laser Safety Committee NFPA-115, and past member of the: (1) General Hospital Devices Panel and of the Neurological Devices Panel of the Food and Drug Administration (FDA), (2)Committee on Health Care Safety of the Joint Commission on Accreditation of Health Care Organizations (JCAHO). He is active in professional organizations where he served as chairman of the IEEE/Engineering in Medicine and Biology Society Professional ACtivities Committee, and past member of the Clinical Engineering and Medical Technology Management Committee and on the Education Committee of the American Society for Hospital Engineering (ASHE). He is a founding fellow of the American Institute of Medical and Biological Engineering (AIMBE) and a charter member and Past President of the American College of Clinical Engineering (ACCE) and elected Senior member of the IEEE society. Hewas instrumental in the creation of the Healthcare Engineering and Technology Policy Working Group and served as Vice-Chairman of its Execute Committee within the SPIE Society.
