STATEMENT OF PROFESSIONAL QUALIFICATIONS
Expert # 13907 provides logistics outsourcing management, operations analysis and marketing services.
Since 1985, Expert # 13907 has been heavily involved in assisting companies to find contract logistics services providers. These activities begin with an analysis of current supply chain functions. If outsourcing is determined to be the best path to follow, we stay through implementation. Most outsourcing activity still consists of replacing private fleets, finding transportation managers, choosing lead logistics services providers and analyzing distribution networks. Also, we get involved in vendor/inbound control, warehousing and manufacturing support activities.
Prior to our emphasis on supply chain logistics, we specialized in Department of Transportation safety activities for motor carriers. We performed safety audits, consulted with motor carriers about improvements and developed safety programs. During this period from 1993-1996, Expert # 13907 developed several training products. They included a hazardous materials training kit for USDOT compliance training, a safety audit kit and a legal compliance kit for authorized motor carriers. We also derived a significant part of our revenue from presenting seminars about DOT safety and quality improvement. Our quality improvement process activities included an instruction manual for training company employees. We continue to work with DOT’s Federal Motor Carrier Safety Administration on a regular basis.
From 1987-1993, we consulted on management and governmental/ regulatory matters for motor carriers. We continue to perform these activities on a regular basis. Expert # 13907 is authorized to practice before the Surface Transportation Board (formerly ICC) and the Federal Maritime Commission.
During the same period, Expert # 13907 also developed and marketed a series of PC software programs for motor carriers. These included equipment maintenance, fuel tax reporting, dispatch, billing and A/R. These programs sold very well providing good supplemental revenue to the firm.
Prior to 1987, Expert # 13907 consulted on private fleet management, freight bill payment and motor carrier management. We conducted our first fleet outsourcing job for Borg-Warner in 1986.
Expert # 13907 worked extensively in motor carrier pricing and activity-based costing during this period. This work resulted in two costing programs for motor carriers, one for less-than-truckload, another for truckload carriers. Sales of these programs were modest. Much of what we learned in this period is still applied today in our motor carrier practice. We assist the officers and board of two carriers with management and strategy decision making.
Expert # 13907 completed undergraduate college education at Northern Illinois University, graduating in 1970 with a BA. From 1970-1972,Expert # 13907 did graduate work at the University of California, Los Angeles. In the period from 1972 through 1974, Expert # 13907 performed graduate studies in transportation and taught at the University of Colorado. In addition, Expert # 13907 taught transportation courses at the University of Missouri-Kansas City and Madison Area Technical College. Over the past several years, Expert # 13907 has organized and presented seminars for motor carrier associations, the University of Wisconsin and Fortune 500 companies; topics have included logistics, safety, process re-engineering, costing/pricing, financial analysis and computer applications.

During the period from 1976 to 1980, I was a member of several rate bureau General Rate Committees and the National Classification Committee.
In 1979 and 1980, I participated in the Carrier Defense Committee which nationally represented the trucking industry before the I.C.C. in Ex Parte MC-128, "Revenue Need Standards in Motor Carrier General Increase Proceedings."
I represented the Wisconsin general freight carriers before the Wisconsin Transportation Commission in their requests for general increases in 1980 and 1981. I have also been a witness, participant or representative in operating authority cases, rate cases and cost proceedings before the I.C.C. and state commissions and courts in California, Illinois, Oklahoma, Texas and Wisconsin.
In 1984-85, I worked as a cost expert for United Parcel Service in its cases before the Oklahoma and Texas Commissions. The latter case was the end of UPS' 20 year effort to institute operations in Texas.
