EW #989 has provided expert witness services since 1983. His efforts have predominately been in litigations involving engineers, contractors, and jurisdictions. Most cases have involved standard of care, design deficiency, construction claims, construction defect, drainage, and flooding issues. He is currently involved in cases in Nevada, California, Washington, Illinois, Kansas, and Oregon. Cases typically involve flood damage, engineering plans and land use permit processing, professional liability, construction defect, contractor claim, property condemnation, personal injury, and wrongful death issues.
He is a civil engineer in Oregon, Washington, Nevada, and California. He is also registered as an environmental engineer in Oregon. The majority of his work is applied on a regional basis relating to flood plain and drainage issues, including studies, designs, and expert witness services for jurisdictions.
Since 1977, EW #989 has performed hydrologic and hydraulic analyses for the Federal Emergency Management Agency (FEMA); the Corps of Engineers; and a multitude of other public and private clients. His work history spans the western states of Oregon, Washington, California, Idaho, and Nevada. He has analyzed over 600 miles of rivers and several lakes in Oregon, Washington, Idaho, California, and Nevada. He has studied rivers ranging in size from the Willamette River in Oregon and the Clark Fork in Idaho to small tributaries. Two letters of commendation have been received from the Corps of Engineers for his hydraulic modeling of the Cowlitz and Toutle Rivers and one from the Federal Emergency Management Agency for several studies in Oregon. Tony is also the co-author of CIVIL TOOLS, one of the most popular civil engineering computer software packages on the market today.
