EW #900 has expert interests in fields ranging from industrial organization economics and public finance to public opinion and political decision making. He has researched a variety of issues including such diverse topics as the economics of advertising and the effectiveness of advertising policies; the welfare effects of research and development; competition in R&D; antitrust economics; public opinion on environmental spending; the distributional effects of taxation policies; the decision of political incumbents to run for reelection; interest group economics; and the economics of health care markets. He is co-author of The Economic Benefits of Forestry Research and has published over 40 articles including contributions to leading journals in economics and in political science as well as ten edited volumes.

His research on the economics of advertising is cited not only in numerous journal articles and topical books, but also in a number of graduate and undergraduate-level textbooks in industrial organization, indicating that his research is of fundamental importance to the broader field of industrial organization economics. His research on the economic benefits of wood-products R&D and the estimation of returns to forestry research is widely cited in forest economics publications. His research on cigarette advertising is often cited by health economists and medical researchers (in such publications as the Journal of the American Medical Association) as support for the hypothesis that cigarette advertising increases the total consumption of cigarettes, rather than merely rearranging market share among cigarette firms. In addition, his work on the effects of tax policy has been cited in the academic literature, including a microeconomics textbook, and has received attention in the popular press. He has presented the results of his flat tax study at a press conference in the United States Congress and has discussed tax policy on numerous radio talk shows across the country, from Maine to Texas and from Florida to California.

He is continuing his work in the economics of advertising, the effects of various taxation schemes, and interest group economics. In addition, he has been writing a book on the economics, law, and practice of transfer pricing.

He has served as chairperson for, or as member on, a number of graduate students' dissertation committees. Two of the students for whom he chaired committees now teach economics in Texas universities; one teaches in a South Korean university; and one is a business professor in North Carolina. He was instrumental in initiating the Master of Science in Applied Economics (MSAE) program and the Industry and Public Policy concentration within the Ph.D. program in Political Economy at U.T. Dallas. He has coordinated the MSAE program since its inception. He is listed in Whos Who in American Education and is a Senior Fellow with the National Center for Policy Analysis.

He earned his Ph.D. in Economics at Duke University in 1985. He also holds a B.A. degree in Political Science from the University of Southwestern Louisiana (now the University of Louisiana at Lafayette) and an M.S. degree in Political Science from Florida State University. Prior to his appointment at U.T. Dallas, He was on the faculty of Ohio University. Before matriculating in the Ph.D. program in economics at Duke University, he was employed by the Florida Supreme Court and the Florida Department of Commerce.
