Short Biography:
EW #481 J.D., Ph.D. is President of Consultants, LP. He earned his undergraduate degree from Harvard College; his Ph.D. from Harvard's John F. Kennedy School of Government and his law degree from the University of Texas Law School. He was awarded a National Science Foundation Fellowship in economics. His doctoral dissertation analyzed the shift from institutional to community care for the seriously mentally ill in the early 1970's. He has been licensed as an attorney in Texas since 1975. He joined RPC in 1976 and became its President and principal owner in 1979. He provides economic and public policy analysis in all of RPC’s practice areas: health care, environmental policy and litigation support. He serves as an expert witness in trials, administrative proceedings and legislative hearings.
He has held several appointments in public and voluntary organizations. He was an original member, and later chairman, of the Texas Department of Insurance's Utilization Review Advisory Committee. Governor Bush appointed him as an original member of the Texas Health Care Information Council. He has served on advisory committees to the Texas Legislature on health policy and workers' compensation. He is a member of the Executive Committee of the Board of Directors of the Texas Association of Business.
