EXPERIENCE

CONNECTICUT STATE POLICE

* Commanding Officer Troop C

* Commander of one of the twelve State Police Troops.

* Planned and implemented law enforcement strategies in an eight town region encompassing two countries. Responsible for providing primary law enforcement services to over 210,000 persons.

* Directed the activities of 65 patrol Troopers, 12 civilian staff and 35 Auxiliary Troopers.

* Responsible for the development of improvements to the area's traffic network including review of over 2000 accidents occurring annually. Conceptualized and implemented programs to improve highway safety.

* Directed accident reconstruction efforts at serious injury and fatality accidents. One such investigation involved personal examination of 38 vehicle bulbs to determine incandescence by the offending vehicle involved in a triple fatality. Determinations led to the conviction of the offending operator for three counts of manslaughter.

* Commanding Officer, Eastern District Traffic Section

* Supervised the activities of 16 Troopers and six civilian commercial vehicle technicians.

* Directed and reviewed the investigations conducted by the District Accident Reconstruction Unit.

* Personally conducted over 20 reconstructions annually.

* Investigated over 5,500 vehicle collisions and conducted over 850 collision reconstructions to date.

* Initiated and directed the reinvestigation of several fatality accidents, some of which had occurred more than eight years earlier.

* Worked with the Connecticut Legislature's Judicial Committee in the writing and subsequent passage of Connecticut's Per Se DWI statute.

* Researched, planned and developed policies for the institution of DWI spot checks. These check points were subsequently upheld by the Courts of Connecticut.

* Additional State Police Assignments include: serving as a Detective in a Troop Criminal Investigative Unit. Member of Commissioner's Staff with responsibility for Personnel, Labor Relations, Information Systems and Fiscal Affairs Sections.

* Managed the development of the State Police budget and prepared its presentation and defense before the Legislature's Appropriations Committee.

* Conducted the reconstruction of a two vehicle fatality accident which led to a conviction of manslaughter with a motor vehicle while intoxicated, the first such conviction under Connecticut Law.
