A good way to make sure that your website has good keyword relevancy is to never include a keyword in your meta keyword tag that is not on the page.

This is the measure of how close each keyword is in relation to another keyword. This is also used in certain search engines algorithm for ranking websites. Throughout out the webpage is not the only place where keyword proximity comes into play. It is also a factor in the title, description, the keyword tag, and others.
