Professional Experience
I am a consultant in private practice, specializing in telecommunications regulations. I provide consulting services and expert testimony nationally, on a contract basis. In addition to the provision of consulting and litigation support services regarding telecommunications rules, regulations, policies and tariffs, I am available to serve as an arbitrator of disputes between telecommunications service providers through Communications Dispute Resolutions (www.CommunicationsResolutions.com), a group that specializes in alternative dispute resolution for the telecommunications sector.
From 1987 to 2001, I was employed at the Public Utility Commission of Texas and focused solely on regulatory issues affecting telecommunications utilities. While employed at the Texas Commission, I served as a senior utility specialist, policy analyst, project leader, expert witness, arbitrator, tariff analyst and manager. I routinely evaluated cost studies, pricing structures, market demand forecasts, network designs, state and federal regulations, tariffs, and public policy data for the purpose of developing recommendations to the Commission on telecommunications issues. As an employee of the Texas Commission, I:
Authored expert witness testimony on 29 occasions for presentation to Administrative Law Judges who preside over telecommunications proceedings, including at least a dozen testimonies on switched access rates, policies, and rate structures affecting long distance carriers;
Developed and proposed rules and policies for adoption by the Commission including, in part, rules and policies pertaining to the opening of local exchange markets and long distance markets to competition;
Presided over arbitration hearings, evaluated evidence and co-authored arbitration decisions as a federal Telecommunications Act arbitrator of Sec. 252 interconnection agreement disputes involving new and incumbent local exchange carriers;
Co-authored the Texas Commissions recommendation to the Federal Communications Commission on the opening of local exchange markets to competition pursuant to Section 271 of the federal Telecommunications Act of 1996, specifically, the Texas Commissions discussion of eight of fourteen checklist items in the federal Act as well as the public interest analysis.
