Mr. provides expert witness services related to standard of care issues in human service agencies serving mentally retarded citizens. He is the founder and CEO of Stonebrook, Inc., a private for-profit facility for mentally retarded adults currently housing 33 residents in six homes. 75% of Stonebrook residents are dually diagnosed with psychiatric Axis I diagnosis of Intermittent Explosive disorder, Autistic Disorder, Attention Deficit Hyperactivity Disorder, Schizophrenia and others. His staff includes an R.N., M.S.W., Social Worker, Case Managers and Qualified Mental Retardation Specialist. Prior to founding Stonebrook, Mr. served as the Executive Director at the following facilities:
Northwestern Community Services Board, Winchester, VA
Duties included serving as a liaison between a fifteen member citizens Board of Directors and agency staff, program monitoring of planning and implementation, and the preparation of budgets totaling $2.3M. Northwestern provides mental health, mental retardation and substance abuse prevention services to persons in a five county area.
The Hozhoni Foundation for the Handicapped, Flagstaff, AZ
Duties included oversight of 10 group homes, independent apartments, a sheltered workshop, a special education school for the trainable and a summer program with 96 employees.
The Resident Home for the Mentally Retarded of Hamilton County, Cincinnati, OH
Duties included oversight of a private, non-profit residential facility serving 50 retarded children ages three to fifteen and three group homes in the community.
Mr. has written a book on human sexuality and the mentally retarded, edited another book about community living arrangements and has chapters in two other books on mentally retarded offenders and residential services for retarded citizens. He has been a nationwide consultant and speaker working for the U.S. Justice Department and the U.S. Labor Department (Job Corp Centers).
His casework has included personal injury and wrongful death disputes related to private for-profit facilities for mentally retarded adults. He has testified in court once and provided deposition testimony three times. Mr. base rate is $200/hour and a retainer or contract is not required.
